Jason Saine

Founder - President - Managing Partner

Jason Saine is a former North Carolina State Representative who served six full terms in the General Assembly, earning a reputation as one of the most influential legislators in state government. He held senior leadership positions on the state’s most powerful fiscal committees, serving as Senior Chair of the House Appropriations Committee since 2019 and Senior Chair of the Finance Committee from 2015 to 2018. This rare experience on both the taxation and spending sides of state government gives him a comprehensive understanding of public policy, budgeting, and legislative strategy.

A recognized leader in technology policy, Saine was the founding Chair of the IT Appropriations Subcommittee and the IT Joint Oversight Committee, where he spearheaded major reforms in cybersecurity, broadband expansion, and emerging technologies. His signature legislation removed barriers to 5G deployment and established innovative public-private partnerships to expand broadband access across North Carolina. Nationally, he was named Co-Chair of the National Conference of State Legislatures’ Standing Committee on Technology and Communications in 2024, was a long-serving board member and past National Chairman of the American Legislative Exchange Council (ALEC) and served on the Federal Communications Commission’s Intergovernmental Advisory Committee.

Saine represented House District 97 in Lincoln County. He earned a Bachelor of Arts in Political Science from the University of North Carolina at Charlotte in 1995 and was honored with the university’s Distinguished Alumni Award in 2022. He and his wife Kathryn, Director of the Lincoln County Senior Center, live in Lincoln County and have one son, Jackson, a freshman at Wingate University studying business while playing football for the Bulldogs and working part-time for Saine Strategies, Inc.

Jackson Saine is a 2026 graduate of Lincoln Charter High School in Lincolnton, North Carolina. A standout student-athlete, Jackson excelled in multiple sports during his high school career. He played center for the Lincoln Charter football team and earned a national ranking as a long snapper. In addition to football, he was a longtime member of the school’s track and basketball teams.

This fall, Jackson will attend Wingate University where he will study Business and compete as a long snapper for the Wingate Bulldogs football team. Beyond athletics, Jackson brings a unique perspective shaped by his early involvement in state government. He has served multiple times as a Page in the North Carolina House of Representatives, giving him personal connections with many legislators and a solid understanding of the legislative process from a young age.
